Some cities don’t bother, elaborate speed traps will do you in easily. Lower city wide speed limits are but a guarantee to trap you. Recession times are hard on families and when you get a ticket close to two hundred a pop, it will hurt you. If you talk on the cell you will get tagged for that too.
