Jay Shells is fed up with irresponsible dog owners who let their dogs do their business all about town and not pick it up. The Washington Heights artist did something about it. He created posters informing them about how to use bags to pick up poop. He even included gratis the blue bio-degradable bags on a roll that you can easily purchase at any pet store. The poster was amusing to passing dog owners. One individual cannot fight a war of negligent poop polluters, citizens have to take this matter seriously.
